The progress of development as of March 1996 is shown in the right hand chart. The project is being carried out in four stages in order to achieve comprehensive and stable urban development. Construction of the major structures that were scheduled for the first step have been completed and are starting to be used.
Though the project has entered the second phase or the "founding stage", within the last 8 years since the development project was first formulated, the social and economic situation in Japan has changed dramatically, and the needs of the metropolitan citizens with respect to the living environment has changed. In order to flexibly respond to these changes, the Tokyo Waterfront Development project has undergone a review.
2. Overview of the major facilities
Currently the construction of the following facilities has been completed.
。?elecom Center
The Aomi area is being developed to become an international city center, operating 24 hours a day as a worldwide information hub. As such, the Telecom Center still form the main pillar of this area. At 99 meters in height, the structure looks like the Arc de Triomphe, and is a landmark in this area.
The taller part of the building is 21 stories aboveground and 3 stories underground. while the lower structure has 4 stories aboveground and 3 stories underground. The entire site is 22,000 square meters, with a floor space of 13.310 square meters. and is equipped with a satellite communication base station and communications equipment room.
